Our client is a Government Entity looking after various different real estate projects across Saudi Arabia.


Functional Responsibilities:

  • Develop and review all the regulations, standards codes and zoning plans related to the physical assets and built environment. This includes buildings, public spaces (markets, gardens, parks) and physical infrastructure. These regulations must clarify the conditions for approval, rejection or amendments of applications.
  • Master Planning, and structure plans: developing Master Plans and Structure Plans as the custodians of the built environment planning.
  • Implement operationalization of the transversal strategies and priorities. It does this by setting operating procedures, defining technical codes and promulgating regulations applicable to the built environment and spatial planning.
  • Coordinate with other units and functional departments to ensure that all regulations and codes are aligned with the requirements of those departments.
  • Contribute to the preparation of Planning & Development's department reports and annual budget & monitor the operational and financial performance of the Statutory Planning's unit.
  • Ensure effective staffing, professional development and deployment of staff dedicated to Statutory Planning.
  • Zoning: establish zoning regulations for specific zones , including regulation of building and land use regulations within those specific zones.
  • Strategic Infrastructure (land related): setting regulatory codes and standards for bulk infrastructure development, including setting minimum access standards and identifying procedures for utilizing land for infrastructure development (Including the actual plans).
  • Developing the regulatory tools (Codes and Standards) that codify the reviewing information and updating all regulations, standards and technical codes to ensure continuous alignment with changing strategic objectives set at CEO and Chief-level. Sanctions for non-compliance must also be defined at this level.

Managerial Responsibilities:

  • Provide input to the sector's strategy from the Department's or Section's perspective in line with the overall vision and mission.
  • Develop the Department's or Section's objectives, KPIs, annual operational plans and ensure plan execution is meeting the targets.
  • Contribute to the preparation of the Department's or Section's annual budget and monitor the financial performance of the Department or Section.
  • Implement and execute the Department's or Section's policies and procedures. Oversee the overall performance of the section and ensure KPI's are well developed, cascaded, communicated and monitored.
  • Ensure effective staffing, professional development and deployment of staff of the Department or Section in consultation with the Sector Executive or (Executive) Director.

  • Bachelor's Degree in Engineering, Property or Infrastructure development, City planning or any relevant fields (Master's Degree preferred)
  • 8 years of relevant experience with 3 years in a managerial role.
  • Written and Oral proficiency of Arabic & English languages.
  • Excellent communication skills.
  • Time management and organization skills.
  • Familiarity with standards, regulations, best practices, and performance standards.
  • Demonstrable experience and competence in master planning and structure plans, Zoning, Infrastructure and property development
